My friend Patri lives in Havana with her parents, but her sister lives in Seattle and returns to Cuba to visit the family when she can. Under Clinton, restrictions were eased and US citizens could travel to Cuba with a visa if they had family members there, and for certain other exceptional reasons: journalism, educational exchanges, sports exchanges, etc. Bush has permanently revoked all of these programs and now outlawed any travel to Cuba except for family members, and even then only one trip per three years is allowed.
