Whereas in Japan, the doctor's mask is (I think) worn to keep germs from spreading OUT from the mouth of a sick person, in Thailand the mask is donned to keep outside the horrendous pollution from one of the most highly congested road systems in the world. This cadre of motorbike drivers waits along Rama IV Boulevard everyday to whisk prospective customers at electron speeds between lanes of blocked traffic on the painted lines. That doesn't mean you can't look fashionable in between rides.
