At best, Communist officials are reticent to have their pictures taken. Especially in a sensitive area like Tibet where the Communist governance is ethically or politically questionable. Strolling down a sidestreet in Lhasa, I happened upon this young man guarding a lonely gatepost to some auxiliary government building. It's easy to disparage cogs in the bureaucratic wheel when they're nameless and faceless, but when you meet a live person whose curiosity about you trumps the rules and regulations they live under everyday, it's easier to have empathy for those on both sides of the Tibetan struggle. And of course, he was just a teenager, like most of the world's military.
