This is not supposed to be Satan, you realize, this is The Horned Man, a figure less of Christian roots than of earlier, pagan, nature-worshipping faiths. He is yoked for the entire procession to a HUGE pumpkin on wheels, which is jammed with paper bits scribbled with resolutions, prayers, and wishes for the dearly departed. After this burden is hauled the lengthy parade route, the pumpkin is hoisted by crane to the acme of a tall scaffolding and the Grand Finale ensues as the breathless Horned Man ignites a flarestick and sets the peculiar contraption ablaze, issuing embers and burning wishes out to into the ether.

I realized upon reaching the Grand Finale stage that there weren't food-carts or water-stands anywhere in the area. Finding myself ravenous but unable to cease taking pictures for 10 minutes to search out sustenance, I approached the Horned Man and offered him my soul for a bottle of water or a tasty churro. (This actually did happen.) He replied, slighty dazed, that I might instead enjoy a "seven-seed cookie" or a "nice chai."
